Hi
Visited site have a studio in phase 1.Have now paid final demand and completed Notary.
Site not finished but all phases well on way,Impressed with building and location.Will be slow but will bwe worth the wait.The Golf course with its developments are very close membership is expensive. The onsite Hotels their 2off are close also .

we are buying a property up the road ,Waterside Quay .Also being built by Balgarian Dreams
it was due to be completed in October .But was put back due to birds nesting in the area.
Suposed to be finishd May ,but looks like all work has stoped.Has any body been out
to the area latley,can you update us on your or our developments

Hi All
Was given a replacement property in Phase 111 as a whole floor was not built in Phase 1.
Has anyone experienced a similiar scenario and if so did you receive any compensation.
Has anyone been to see Phase 111 site??
Would be interested to know what the views are like and whether there will be obstructions to sea views like cliffs, hills etc.
Was told by BD that construction will start in May 2008.

What about furniture has this been fitted yet ?
Also BD have asked for more money for the last installment (due to the difference in exchange rates) yet no mention has been made of compensation for the delays in completing
Is everyone aware that BD have been expelled from the AIPP (the UK based Association of International Property Professionals).

The development is not that bad.
You can see the sea in the distance but not the beach below from Phase I developments, unless they landscape the hill in front a little.
There is a huge golf course in evolution with tons of new developments 300m-400m away.
I just think , based on my experience, there was a lot more work to do, but may be a lot of it has since been done. The road into Windows is being used by heavy duty trucks to going to the larger developments near the golf course, so I suspect it will be in a porr state for aa while. Accessing the beach nearbye might be tricky as it is a long way down.
Balchik has potential. I think it will be a few years for the potential to be realized.
There is more work to do and when it is all finished it will be much better. . I think it holds longer term potential and because it is a little further back from the cliff it is not subject to erosion. However, I do not think Bulgarian Dreams have communicated as well as they could have in some areas of the negotiation, eg communicating /apologizing re delays etc. | christopherboos |
Well. I like many have felt extremely let down by Bulgarian dreams (BD). There are over due on the development and when selling phase I did not mention anything about phase II and did not declare that I would not start till phase II had been sold.
There has been a paucity of info on the development and I was surpised that 6 weeks after saying the development would be delayed (no apologies for the first delay) due to a rare bird migration there wanted final payment with minimal time periiod inwhich to pay it. i was slightly late and was threatend with a huge interest and was disgusted by this and wrote to BD. Little in the way of feedback back from them.
We visited the development in late June last year. Very unfinished. No road in or out except dirt track which is in very ppor state. Despite being a weekday there was no one working on the development, but loads working on other developments nearbye. There is no direct decent sea views from any phase I apartments due to a hill in front,. I know beacuse I went on to the veranda of each of the developments. The partments felt smaller than their advertized size. I do not mean to depress people but, it took at least 70 mins to drive from the airport and it took 15 mins to get to Balchik which is not that close nor that beautiful!!

Hi all visited windows to paradise on 10th december to look at completed apartment
apartment buildings are complete on the outside not complete on inside ie no bathrooms ,kitchens common corridors totally incomplete only areas complete in blocks A-D are reception and indoor pool which are the photos they sent us + picture of out side
where furniture is god only knows
There is no road to the complex so how could anyone let the property as it is a building site on the out side .management fees should not be requested as the common areas are incomplete and around the building staircases and walkways are non existant or incomplete my personal opinion is that no one could rent your apartment for at least 1 year
if this is not the case they have got to prove otherwise
My advice is dont pay a penny unless you see it for yourself they are having you over
The development looks good and has great potential but i think the payment request are a little premature

Has anyone taken the legal route for a refund from the Windows Developments? Any advice would be appreciated .
If anyone is still interested in buying apartment L43 for EUR 40 032 (approximately £27 600) I am willing to negotiate over the price of the initial payment. The apartment has sea views and is 35.53 m2

I believe some of delays to the developements are due to the leveling of the land for blocks L and K. Have those in phase 1 already paid the full 100% or only 50% to roof level?
Has anyone been there recently to check on the thracian cliffs developement. They say they are building 2 hotels there but whenever I call them to ask who will manage the hotels they never give me an answer. HAs anyone investigated into this? | trixdt78 |
If anyone is interested in buying (first 2 instalments to be paid now) a studio apartment at 2006 prices (with 3% discount) let me know. As you well know prices have risen over the last year and a half so this is a lot cheaper than the Windows 3 apartments. All the details of apartment L43 are on the Bulgarian Dreams website and the apartment has sea views.
If you are intersted you will need to act now as the developer is asking for the second instalment now. This will be a very good investment.

I have just had an e mail back from Bulgarian Dreams they confirmed that phase 1 & 2 would be finished between March & June 2007.
Construction of phase 3 starts February 2008 to roof level by October 2008 and completed by May 2009. They said the web-site would be updated when work on phase 3 commences with construction update photos. | EddyM |

Just got the 'completion' letter. Contract says (i'm sure) that you have a month to pay but the letter basically gives 2 weeks which gives no time to arrange flights and inspect the place before paying. So it looks like the trap is that you'll have to pay them to do it for you, which is a nice pay day for them (coincidence?).

Yes, it is indeed great news!! :) Finally!! As far as we know it should all be complete in January - we see no reason for anymore delays. There is very little left to do now, just some internal works - painting, flooring etc.
We will write to you a few weeks before completion with all details for final payments & completion etc.

This is the reponse I got from BD contracts dept. I have also been told that the architect had died?
I have been asked many times regarding this delay of Windows to Paradise. The Developer has a strong position that the delay is due to the force majeure circumstances, namely two orders of the Major of Kavarna Municipality. Please find enclosed as attachments these orders (Bulgarian and English translation). They give to the Seller an extra time of 9 months to complete the development and I think this term is not finished yet. This is why it is hard to cancel the contract on this ground, the provision of art. 6.1 is clear – if you fail to pay the installment in certain period, the seller is entitled to keep all sums paid to the present moment. Should the BUYER fail to pay in due time the agreed amounts as per art.2.2 /with exception of the first instalment/ he shall be liable to a penalty in favour of the SELLER amounting to 0.1% of the due unpaid amount for each day of delay but for not more than 30 days. After expiration of this period, if the BUYER is still late with the payment of the price, the present contract shall be deemed automatically voided without the SELLER being obliged to declare that to the BUYER . In this case the SELLER will keep as a penalty for non-performance all the amounts paid by the BUYER on this contract till the moment of its voidance. The SELLER has also the right to declare the present contract voided for non-performance by the BUYER of any of his other obligations on the contract in accordance with article 87 of OCL. | jgale |
Hi all
I like most of you are becoming a little concerned over the lack of information forthcoming from BD however I am more interested in pursuing a legal remedy to the breach of contract by the developer. My cheque (for 2nd stage payment 8th Nov when apartment should have been complete 1st October)was a few (5) days late due to post and the developer was threatening me with interest at 8.90 euros a day - as the contract states!!! What's good for the Goose!!
As payments stand at the moment this would equate to 3200 euros 'fine' on the builder if development was finished 6 months late.. However not worth pusuing this on my own as solicitors would eat this up however a group action may be worthwhile.

I have purchased an apartment in WDP II and was told approx 2 months ago that the bird issue had caused a 3 month delay.......
Anyone know how far the phase 1 development is from being finished?
Interested to know anyone elses thoughts on how quickly the area is going to develop in light of the golf courses etc. Also, having not been to view the site yet, what is the state of the local infrastructure in the immediate vicinity??

As well as my appartment at windows being delayed by 6 months due to nesting rare birds (yeah right Emu lives on )I have just recieved correspondence to inform me my appartment in Bansko on the Orchard development has a 6 month delay ,both delays covered by a Force Majeur!! absolving BD of any responsibility.Coincidence or what,BD must have a serious cash flow problem looming, if not then probably I will have.Anyone else concerned about thier investment????

| I bought in Phase I. I think it will be a good investment as well but i don't think BD have been totally honest. Contrustruction updates and photos have been provided for this summer and from the contact i had with their customer service team the consturction was apparently all but complete at the beginning of last month and that the focus had been completing the more out of season areas (mountain/ ski resorts). Next thing you know rare birds have caused a delay. Funny how there aren't any photos for this event, and nothing appears on the international rare birds sites. | Lockers |
I too have experienced delays with the Windows to Paradise Development phase 2. Although I believe in the long run it will be a good development, it is frustrating considering how long it is taking to complete. I have also been told that I cannot get my money back as the developer is in a strong position regarding the delays. I'm in 2 minds what to do. If anyone wants to buy an apartment at last year's prices let me know!!!!

My appartment at Windows should have been completed sometime between July and Oct 1st 2007. Have been informed by BD today that this is delayed by 6 months due to rare birds nesting.Also have property in Bansko should have been completed Sept 07 . BD updaqtes could be better. | pete1 |
| I reserved a W2P Phase III in March 07 and paid 30% deposit in June 07 - after a month correcting the contract of simple errors - so not expecting completion until Jan 2009. Thus far BD have been helpful.....however need more regular Construction Updates.
