Disappointing not to have any further comments at all about the Ma-Noa. Our situation hasn't changed - in fact it's got worse. Our lawyers have just given their formal opinion and it is "don't buy it and try to get your deposit money back". The report we have from the lawyers is long and quite detailed and certainly gives a sense of the mind boggling red-tape that surrounds doing business in Brazil. Nevertheless we are not completely disheartened. Promaga seem to be a genuine company albeit that they are learning on the job how to do business in Brazil. It seems they only incorporated in Brazil in March 2007 so we are prepared to stay patient a little longer.
We will be giving the matter a few more days while the detail from our lawyers report sinks in - we will then contact Promaga and see what they have to say. If they are willing to refund our deposit without a fuss then, perversely, that will convince us not to ask for it - funny old world isn't it. That said I with the credit crunch I daresay they are tight for cashflow and new reservations are hard to come by.... let's see.

We have also reserved an apartment - can't remember the block number etc, however its a ground floor one and we believe may be the only ground floor apartment in phase one that may have a view of the sea. Anyhow,  Promaga and the sales agent seem anxious for us to sign the contract and start paying the  installments - they keep going on about a bank guarantee. We have seen no documents to prove the existence of the guarantee and neither have our Brazilian lawyers. At the moment we are putting this down to Promaga's administrative weakness and lack of familiarit y with the Brazilian way of doing things and not to any fraudulent intent on their part. Still, it is frustrating. According to our lawyer IDEMA (the federal environment agency) have still not issued the permits that Promaga need to start building. First they need (we understand) a "Licencia Previa" (could translate as the Primary/First/Initial License), once they've got that they then need a "Licencia de Installacao" (I guess you could intepret these as outline and then detailed environmental planning permission).  Our lawyers also tell us that Promaga have yet to register the land - they have bought it they assure us - so why haven't they registered it?

Adding all this up doesn't look to us like anything more is going to happen any time soon. Until something more concrete emerges we wll not be signing any more dotted line/s.

Incidentally the Ma-Noa is in Natal and not Ceara state.

We'd be pleased to hear the comments of other Brits/English speakers that have reserved properties.

I have recently reserved a 2 bed penthouse on block 5. Has anyone else reserved an apartment? The surrounding areas are developing quickly and its being developed by promoga - a well known spainish developer with a strong reputation. Also being within 20mins drive from the new airport it could prove to be a good investment.

I have also just been told that the licence is being re-applied for as the EDEMA (enviromental agency) requested changes to be made to comply with their requirements. Hopefully contracts will be issued out in Jan 08 the very latest and construction to start early 2008.
