Hi Stewarty, so Richard has been promoted from Chairman to God looks like we shouldn't have too much to worry about . Do you think Homecare could provide transport for us all as a group ie minibus it might work out cheaper. Hristina wants me to do my snagging and sign a protocol on Sunday .I was hoping Richard might give us some pointers on what to look for ,There is a clause in our contract for the finishing of the work so it seems ok to me

well looks like god news from Richard in HH, how many people are going to take up the offer of a surveyor for snagging that Manzanares are offering? surely we can do our own snagging when we get there and save 300 euros . The builders are bound to be still on site after the 15th Aug in some shape or form and any probs should be able to get resolved over the teething period ,dont forget its bld s flagship (beverley hills)and they wont want any bad publicity. Got e-mail from artek offering a list of homecares services and prices and quoted 40euros for taxi from airport and driver will have keys for our apt with him because reception may not be finished /open at that time (arriving 01-30 am 10th Aug) sounds like best option.

Hi All,
Here we are in the Ellbarr Hotel overlooking H.H. I had a meeting with Dessislava Feradjieva the MD of Homecare and stressed all the worries that have come up on this blog and the lack of communication, she accepts our thoughts and will address personally all buyers at the Opening which is confimed by Hristina(also at the meeting ) for August 15th.
In the unlikely event of anyones apt. not being finished & they have booked a flight - they will put you up in one of the other compexes at their cost.
Sandra you are correct with your notes below re Acts15/16.
Now I am holiday for the rest of the week and I will post much more of the detail I have received on my return on Sunday - there is too much for now.
I have to say I am very pleased with the building works and now have no worries about my personal investment. - but the Homecare problem has to be addressed properly and effectively by us ALL - to make the complex work.
I did not know Rogajevo has been dubbed Beveley Hills - I have heard It everwhere!!

We sign the notary deed on ACT15 pay the final payment and ownership is transferred but ACT16 is the habitation permit which allows us to use the building .I think BLD are planning to have act 16 cert before the opening
In our contract it says if completion is after the 30/06/08 we only pay half a year maintenance and end of dec we pay a full year in advance for the next year.Hope this makes sense ,I am in a bit of a rush

Is everyone happy with Homecare? as ive seen not all were hapy with them, only i am trying to sort out my contracts and not sure what everbody else is doing?
Also with the Homecare contract do you know if we have to pay a full year or less as its near thye middle of the year already or does the contract run annually from when you take it out?
looking at the contract it says it's due annually from January, so am not sure!!

Hi,
David Kennedy from Dream Homes arranged for us to meet a sales girl to show us the HH comlex in June 8th. We could not get in our apartment as it was sealed ready for inspection. We took a look in the show house is a villa (nothing like the ones here) but did give us an idea of the standard of furnishings, which seemed ok.
We met a girl from the Management Company (she could not speak english) but the sales girl said if we emailed her the questions she would email me the reply (haven`t had time yet).
I raised my concerns with DH and they have passed on the details to Bulgaria, but I have had no response as yet.
The complex does look good, it is mainly the management side I am concerned about, sales rental etc. The pool was nearly tiled, but I would not think the complex or roads will be finished for August (hope I am wrong). I received my invitation and asked if I can stay in my apartment, but have not had a reply as yet.
I asked on last visit if I could see the apartment and was told "of course" but when we arrived it was sealed.
I have put a couple of pics on the site, just for an update. I didn`t think we aid in full until we can occupy the apartments, as I understand until rule 16 HH still belongs to the developer?
I am not making any arrangments to visit until I know I can stay in the apartment, as flights etc are not cheap at present.

I am under the impression that we can stay in our appartments from when we pay the final payment and the terms of use are issued.
I am hoping this will be well before the 11th August as I am flying out on the 4th.
I have been informed by my solicitor that I should be ready to transfer final payment to them by the first week of July, so fingers crossed.

I have received the invitation from HH for the official opening. I have emailed BLD to ask if we are allowed to stay in HH from before that date (possibly from the 11th) but havent yet received a reply. Has anyone already raised this query and had an answer.

Hey Richard I take exception to that celtic fringe remark .I think I will take back my vote and vote for Ian Paisley as president of the whole complex. Got my invitation to the opening today do you think the entertainment is included.On a more serious note I have now decided to let my lawyer sign the deed my understanding of what the rest of you said is that I should pay the money to the lawyer and I don't have to be there. who is arranging for your keys to be left at reception and how do you get your deeds.Can we pick them up somewhere near the resort or does the lawyer have to DHL them home to us.
I think at the opening we should arrange a tug of war between the Midlands lot and the Irish lot to establish supremacy.Loosers get chucked in the pool.

Would just like to say thank you for everything your doing with the residents association, i support it 100% and with Homecare, its massive weight of everybodys mind that we all know whats going on and should hopefully make the next couple of months very straight forward.
One question you can ask Homecare is to change the location of Harmony Hills, on there website they are advertising it in Kavarna which is miles away, ask them to change it Albena/Rogachevo?
Also another one for your team, you have another Midlander here(sort of), were from oxfordshire.

I will of course take up your questions re maintenance
However, we have all signed a maintenence contract with Homecare which if my maths serve me right means that 200 apartments/villas at say an average of 380 euros per year per property, there will be an average income of 76,000euros which should go a long way to paying those bills you are concerned about.
Good hear from another Midlander - it will make up for the Celtic Fringe that is invading H.H!!

Richard, I didn't realise you were seeing the MD of Homecare. Can you query the following:
I know we have bought into a brand new property but in future years when work needs doing on site eg Pool repair, building repairs or other work to the communal parts etc how would Homecare expect us to finance the work. Is there any way we could pay into an Insurance Policy that could cover us as residents from these extra costs?
Just for your info we live in Heanor, Derbyshire. Not too far from Mansfield !! Small world.

Hi Richard I have been having major problems with Bansko lately and haven't had much time to deal with HH, I hope i haven't worried anyone unduly but I think the problem was in Royal Towers Bansko and I probably saw it on the talkbansko forum. I was concerned about the apparent disorganisation of our homecare and worried that people might rush in to sign fixed term rental agreements with them before checking them out . If we have a vote on a chairman my vote definitly goes to you.

I am sorry to have to tell you that we were on a fixed contract with Manzanaries too.We had paid in full for our Villa in November 07 but the final bill arrived and it had increased by 1000 euros. The reason behind this would appear to be an increase in the State Property Tax, which was only ratified in the last week. ( I have copied an extract from an E mail I received from DHWW)

| Hi all ,well just spoke to sandra at length.so firstly a few things . i see on here that people are saying there bill from manzanares has gone up ! well mine is a fixed price as i paid 50% up front an have this in the contract from them so obviously they cant now decide to charge me more an i would have thought anyone using them would be on same kind of contract.Also i have handed power of attorney over to manzanares but a good month ago i was instructed to go to Rochdale to sign the notary ! i explained to the gentleman that the complex was no where near finished and he informed me that the notary has to be done long before you take ownership of your property because it has to go through the correct goverment channels here and that it cannot be done on the day unless it is a uk notary ,in otherwords if your from uk it has to be a uk notary you cant have a bulgarian sign the notary for a uk resident .now i may be very wrong but that was his words and seems correct because as he explained it's to keep an eye on where the money from uk is going to (to prevent laundering money)i had to have two copies signed a bulgarian one an a english one and he kept copies of the two .another thing has anyone had any detailed measurments of there apartments ? as mine is a slightly larger studio at 39.+ yet on the photographs of some of the smaller one's there appear to be no differance i have requested measurments twice from bld who keep confirming they are correct but will not give me the measurments. WHY if they are correct ,also speaking to sandra they sent her the pictures but no measurements WHY ?.Now i'm not the only one on this forum with concerns am i ? we are so close to taking ownership of a place where we dont even know if it will have a road up to it but once you have gone over in august an signed whose to say that they will finish a road up to it they dont in cyprus ,croatia to name a few.I think it's essential that these worrys are addressed soonest. if BLD do want to keep us informed and work with us well why are they not on here dismissing some myths or truths instead of 5-6 people emailing them on a regular basis an being told 5-6 different versions of a story. i'm sorry to go on but i'm very concerned about the whole thing after all i have invested my forces pension into this development.we need to unite and get BLD on board on this here forum an to answer the majority of peoples worrys with regards to the completion of this development. | john982 |

Hi John you sound just like my brother who owns a third share in my studio.Trust me Harmony Hills is a doddle compared to the apartments I brought off plan a 18 months before HH and there is still no sign of them being ready. Cool your jets and I will tell you all about over a drink if you make it to the party on the 15th. I think we all signed a contract with homecare for two years maintenance .If you don't want to use them for anything else you don't have to .I think you will be all right if you just read up a bit on what's going on. I too paid 50% up front and I paid my lawyer up front and I also worried that I had not heard the things the others talked about .Then I e mailed Hristina and she has talked me through the whole process send me a message if you want me to contact you

Hi all, well after reading all the posts over the last few days i'm quite concerned about the studio i have bought. firstly is because we are so called share holders of the bar/restaraunt areas and people are saying we are responsible for any losses that they make ?i didn't agree to this in my contract when i purchased the studio. then the insurance problems if we are so called share holders in this complex then surely the first things to be paid out of any profits would be buildings insurance ! then there is the whole HOMECARE thing we are being told that this company are the recommended one by BLD and are good to use, then people on this forum are saying that they are not to clever after trawling the web and other forums. i bought my studio with a view to having a few relaxing breaks a couple of times a year with no stress ! well it's turning out a great deal of stress to me the whole thing.can someone please explain to me please what the whole deal is ? i paid 50% up front i signed all the contracts needed including a contract for the common parts to be cleaned. i will be shortly paying my next 50% and as far as i'm concerned that should be it ,i wil arrange my own contents insurance for myself. QUESTIONS 1,do i have to sign up to home care ? 2 ,what else am i going to be required to pay (other than electric/water bills)? 3.have we all done the right thing investing in this development ( i do hope so ) i'm sorry to rant a little but will someone else please confirm there concerns as i dont have a bottomless bank account i'm a soldier who thought i was investing my money wisely. the good thing is the development looks great and has easily met the expectations of the artists impressions of the off plan drawings.has anyone spoke to any companys with regards to renting there property out ? also i have read on here manzaneres have given final details of payments to be made ? well i purchased through them an have not heard a thing . | john982 |

Hello all. BLD have insured the whole complex until the end of the year so only contents insurance is required from us.At this time we the shareholders as per my previous post are responsible for the whole complex.It follows that insuring individual flats is pretty well wasted (ie.building structure insurance).The only way I see this as working is using a common link...Homecare....we all have a contract with them for 9 years subject to a vote out clause for non performance.I think Homecare should have the contract extended to provide full cover of the complex.BLD have told me that a firm called Allienz has offered a complex cover with a 50% discount.I have no details.Then we insure our contents at will.I am not a clever **** but any other way is as good as not being insured and a waste of leva.There are obvious caveats etc in this proposal.
I heard the tanks were clean water storage and hopefully Richard can clarify on his visit next week.
So folks....what do y,all think?

Hi all I read though various complaints about homecare on other forums(for other developments).Wouldn't want to discuss it on open forum so would advise you each look into it yourselves.If you look at the contract I think it states we become shareholders in the complex.ie we are shareholders in the bar and restaurant and therefore entitled to a share of the profits,but we have to pay the management ie homecare and therefore I suppose we will be paying for losses

When you see Homecare Reps in BG at the start of next month Can you find out what the circumstances are surrounding the Insurance of the common parts of the complex and if they have anything in place prior to the developers handing over to us as residents?
Can you also ask about what firm are providing the resturant and bar facilities focusing on the profits and where they go and who to ?

Hi All,
My experience of condo developments like these in relation to the insurance is that the Developer controls the Management Company until such time as the company is handed over to the residents. Therefore it would seem logical that BLD or Homecare would put insurance in place on the property and bill each unit holder individually at closing. Surely this makes more sense than everyone getting individual policies for their patch. On closing each individual is then responsible to put in place insurance policy on contents of their unit, and depending on the climate can avail of optional risk additions (e.g wind policy in Florida against Hurricane Damage).
Are any of the other villa owners concerned about the Sewerage Tanks which have been placed at the front doors of the villas. I have environmental health worries in relation to the proximity of the Tanks to the front doors of the units. I am worried we could have odours emanating from the tanks and fumigating the houses, particularly in the height of the summer. Richard (surveyor type with dodgy leg) have you any views or experience in relation to this? Would be grateful for your thoughts/advice.

hi all sounds like the best idea pfoley to wait until aug and maybe get a group discount on the insurance,do we need the surveyors report before we sign and pay final payment ,if so surely time could be a problem unless someone could enlighten me.Solicitor also mentioned the keys will be available for collection from sofia office(not exactly round the corner) perhaps homecare could lend a hand here if they had all the keys ready to collect on site ,after all they are supposed to be the on-site management ,.any thoughts anyone?have seen website ad for taxis from varna airport to albena for 31euros 1-4people or 51euros for 8seater and can be pre=booked in uk or were homecare supposed to help with transfers. Sandra spill the beans what have you heard about homecare that makes you wary of them?

Hi all, Getting near the end,I think.A few thoughts
My final solicitors bill from Manzanares was €450 more than expected which I am putting down to increase in State Tax (2% to 3%).
Group insurance for the common areas sounds very sensible and practical.
My solicitors, through a Bulgarian insurance company called Bulstrad quoted €89 for building cover for a studio apartment .This sounds reasonable to me but I will probably wait until August and maby get a group discount , what does anyone think ????
If contents need to be insured then they will need to know values before they will quote.
I can get a surveyors report for €300 but i am not so sure about this, as Noal says on a new build cant we do it ourselves, Ill get the drinks in .
Am very interested in Richards meeting with Home Care and would like to know what they will be doing for us.I also got an email from Artak Grigorian of Home Care who we should all remember are in existence thanks to our investment.
Also Richard ,if BLD is going to build a tarmac roadway to our developement , can you impress on them that they need to put down a decent sub layer before the tarmac goes down.2 inches of tarmac on top of dust as you know will be useless.Ill get drinks in and supply a zimmer frame!

Richard, I see that you have asked the question of BLD regarding common Insurance of buildings and I now see what point you were trying to make. On the point that as owners we own the company and site I have asked my solicitors and BLD about any profits made from the bar and resturant by Homecare.
